The Rules
How to Win.
The player with the last remaining cities wins the game.

A player is out when they have no more cities.

Set Up.
Shuffle the action cards, and place them in the center of the table. Each player then selects a color, lines up their cities in front of them, and stacks their nukes in a pile. Each player is dealt three action cards.
The quietest person in your group goes first. They are always the sneakiest.

Players Turn.
A - If there's an active Nuclear War (See glossary Below), the owner of the next nuke in the queue selects a city for destruction.
B - A player will draws until they have four action cards in their hand. If a player has more than four (4) cards, then they will not draw a new action card. If needed, reshuffle the discard pile.
C - Player must then play OR discard an action card.
D - The next turn is passed to the person on the left.

There are 3 types of action cards:
Offensive: These cards have a black title. Played on a persons turn, they allow players to add nukes to the bomb queue.
Defense: These cards have a blue title. These actions are played normally on a persons turn.
Counter: These cards have a red title. Played when it’s NOT your turn, they are used to counter another player’s action.

Glossary:
THE BOMB QUEUE - On each player’s turn, players may use an action card to add nukes to the bomb queue. The queue begins next to the draw pile. Each additional nuke added to the queue is arranged in a line. When the queue reaches six (6) nukes or more, a Nuclear War begins.
NUCLEAR WAR - during an active Nuclear War, one (1) nuke (the bomb closest to the draw pile) is detonated at the beginning of each player’s turn. The owner of that nuke chooses a city to be destroyed. The used nuke then returns to the owners pile. A Nuclear War continues until there are no nukes left in the bomb queue at the end of a player’s turn.
